As the list of missing or dead grew, the number of evacuees also increased to uncontrollable proportions. "Refuges of last resort" were established for those who could not escape the area and 26000 people were packed into the Louisiana Superdome and had to shelter there in some pretty dour conditions. The New Orleans mayor at the time referred to the cyclone as "a storm that most of us have feared for a long time".
